ARRA (HITECH) and Medisolv
May 8, 2009

The past few months have been exciting for hospital leaderships due to the passage of the American Recovery and Reinvestment Act of 2009. While this act includes other stimulus, it makes a significant Government investment of $19.2 Billion in healthcare information technology through the Office of the National Coordinator and Medicare and Medicaid reimbursement under the HITECH portion.

As part of this initiative, hospitals and physician practices that demonstrate effective use of Electronic Health Record (EHR) data and provide quality reporting from EHR data will receive an increase in reimbursement from Medicare as early as October of 2010. Under the current legislation failure to do so by FY 2015, will result in substantial Medicare and Medicaid reimbursements reductions.

Medisolv’s suite of reporting and data abstraction applications fully integrates with EHR data. The recently released ENCOR product automatically monitors data flows to the MEDITECH Data Repository and identifies cases for Core Measure reporting to both CMS and JCAHO on a daily basis. Case abstraction can be done as soon as the patient is discharged rather than in the typical end of the month or quarterly batches. The abstraction process itself is much more efficient as a good portion of the Measure’s worksheet is populated automatically from the database. Patient data and onlineguidance for abstraction is provided within the application for data elements that need manual input. Data also populates back to the IndiGo application designed to monitor Key Performance Indicators including Core Measures. Hospitals can monitor their performance and be more proactive in taking timely corrective actions. Finally, RAPID enables in-depth analysis of hospital quality and safety trends so that managers can better identify and rectify problem areas.

With Medisolv as a partner clients can quickly fulfill the Quality Reporting from EHR data requirements under the ARRA and HITECH legislation.

Dr. Zahid Butt, CEO of Medisolv, recently presented the upcoming significant reimbursement changes related to quality at the Maryland HIMSS spring 2009 educational program in a sessiontitled “Paying for Quality”.
